We define public policies as a relationship between actors (public and private, affected and benefited) that involves actions to solve a problem defined politically as public.  En el presente trabajo nos proponemos analizar los diferentes momentos del proceso que devino en la construcción del túnel subfluvial que conectó la Provincia de Santa Fe y Entre Ríos, en el marco de políticas públicas que tuvieron una fuerte participación del Estado, con sus tensiones al interior, como así también de la sociedad y el mercado.
