To apply the design, the City of La Plata (Argentina) is taken as a study case. In this way, we will show the decision making matrix, on the one hand, and one of the decisions taken, the analysis of the incorporation of a tram, on the other hand, showing the different criteria for their choice and materialization. The development of this methodological design allows an spatial and temporal systematization of the considered measures, which are different depending on type and mode of mobility. This overcomes the traditional approach which considers urban areas as a homogeneous whole, suggesting intervention strategies customized according to the problems and characteristics that define each urban area. The possible replication of this methodology in to other cities is also one of the contributions of this work in pursuit of an inclusive and environmentally sustainable urban transport system. Con el fin de reflexionar sobre metodologías que permitan abrir nuevas perspectivas para abordar la problemática de la movilidad, el presente trabajo expone el procedimiento metodológico para el diseño de una matriz de medidas que permite identificar la vinculación entre el sistema de transporte y el sistema urbano-regional articulando las componentes energética, ambiental y social. Para aplicar el diseño se toma como caso al municipio de La Plata (Argentina), mediante el cual se mostrará la matriz de medidas y se desarrollará una de las medidas planteadas, el análisis de incorporación de un tranvía, mostrando los diferentes criterios para su elección y materialización. El desarrollo de dicha matriz permite la sistematización espacial y temporal de las diferentes medidas consideradas, las que a su vez se diferencian según tipo y modo. Esto permite superar la perspectiva tradicional que implica concebir la totalidad urbana en forma general y homogénea, proponiendo estrategias de intervención particularizadas según las problemáticas y características que definen cada área urbana en cuestión.
