A través de un estudio de la organización de la beneficencia pública en Buenos Aires, este trabajo busca interrogar el proceso de construcción del Estado en la Argentina. Discute en particular la tesis de Oszlak sobre la "expropiación social" efectuada por el Estado en materia de beneficencia, y muestra la necesidad de repensar la articulación de estas formas de gobierno con la soberanía del Estado. Destaca en especial la función que han jugado los "actores caritativos" que lleva a repensar el proceso de transferencia de la soberanía de la monarquía al Estado nacional.
