Using the TE-SER framework, the study explores interactions between technology, the state, economy, society, and regulation. Through qualitative methods—including interviews, document analysis, and comparative case studies—it identifies key gaps in governance, collaboration, and institutional capacity. The findings highlight the need for integrated public policies, strengthened science and technology capacities, and enhanced intersectoral collaboration.
