description The events occurred in Eastern Europe have exposed the importance of the ethnic and religious differences as a determinant factor of the social conflict. We may talk about the civil fight which western countries like Spain and North Ireland suffer in similar terms. The materials that serve as the base of this work are the consequence of studies that have as empirical references the ethnical conflicts, which affect to North hemisphere countries. Nevertheless, we are worried about Latin America where the educational and urban development may wake up hidden hope in indigenous, African and Asiatic sectors, who could search for a place in the political party scheme. This paper is our first step in the study of this theme.
