Con ese fin, describe un modelo de actuación dominante o hegemónico y analiza la incidencia que han tenido ciertos actores sociales para torcer ese rumbo produciendo cambios transformadores. Asimismo, identifica una matriz de pensamiento jurídico que modela y reproduce el sistema instituido, así como los obstáculos que de aquella se derivan para el acceso a la justicia de los sectores desprotegidos de la sociedad. Este trabajo se enfoca en la creación de dispositivos adecuados para revertir dicho déficit y puntualiza dos aspectos centrales para una reforma capaz de modificar condicionantes estructurales: revertir el predominio excluyente de la delegación policial en materia de investigación en materia penal y la dominación patriarcal ejercida desde una alianza entre un sistema de justicia y un poder económico dirigido por hombres. The research article intends to examine the main axes of the problems that affect the operation of the justice service fails to provide the benefits that citizens require. To that end, it describes a dominant or hegemonic model of action and analyzes the incidence that certain social actors have had to twist that course, producing transformative changes. Likewise, it identifies a matrix of legal thought that models and reproduces the instituted system, as well as the obstacles that derive from it for access to justice for the unprotected sectors of society.
